The author addresses new, flexible ways of providing training for unskilled workers so that they may attain recognised vocational qualifications. In the theoretical part the focus is on the situation of semi-skilled and unskilled workers, the reasons for their marginalisation and the history of modular training for unskilled workers. The empirical part contains a consideration of the question of whether such training is a sensible and successful strategy for providing training to semi-skilled and unskilled workers and whether it achieves the goal of promoting their long-term integration into the labour market. Through the analysis of many documents, reports, statistics, group discussions and interviews, the case study offers a differentiated view of the problems and everyday lives of these disadvantaged young people as they make their way towards acquiring recognised vocational qualifications.
